Roll Call – Mayor Lattimore, Councilors McNabb, Jacobs, Dempsey and Hunter; present.
All stood for the Pledge of Allegiance to the Flag.
Mayor Lattimore asked for a moment of silence.
Mayor Lattimore commented on the recent election.

City Manager’s Report –
City Manager, John Salomone, reviewed a synopsis of what the Public Power Agency has accomplished to date. Councilor Hunter asked if the document could be read for the benefit of those that don’t have a copy. The City Manager read the 8-page report that was prepared by Mike Long, CIP Manager. Council discussed.
Mayor Lattimore asked Mike Long to speak regarding the grant funds that have been announced recently by Senator Schumer, Clinton and Congressman Boehlert.

Public to be Heard –
Meg Vanek, 9 North Hunter Ave. and Executive Director of the Cayuga County Convention and Visitors Bureau, spoke to invite Council to attend the agency’s 10th anniversary celebration at the Willard Chapel on December 7.
Tom Gabak, 146 Washington St. and CSEA President spoke to Council to voice the CSEA opposition to the proposed hiring freeze.
Mary Lou Picciano, 32 Cayuga St. spoke to Council about police procedures.

Ordinances
Bond Ordinance #14 of 2005 of the City of Auburn, New York, New York, authorizing the issuance of $975,000 serial bonds to finance the cost of a new Fire Ladder Truck. Vote: Mayor Lattimore, no, Councilor Jacobs, McNabb, Hunter, Dempsey, aye. CARRIED
Resolutions
Council Resolution #161 of 2005 authorizing the transfer of $9,800.00 from Contingency Account #A 1990.455 to Account #A 1210.459, City Council Special Projects to allow the City to engage Charles Zettek, Director of Government Management Services for the Center of Governmental Research to facilitate the fiscal strategic planning sessions for the City. Vote: Mayor Lattimore, no, Councilor Jacobs, McNabb, Hunter, Dempsey, aye. CARRIED
Council Resolution #162 of 2005 authorizing and directing the City of Auburn Municipal Power Agency to proceed with a request for qualifications to initiate the process of selecting a consultant to conduct a preliminary study to determine the economic feasibility of acquiring the electric distribution system within the City. Vote: Mayor Lattimore, Councilor Jacobs, McNabb, Hunter, Dempsey, aye. CARRIED
Council Resolution #163 of 2005 authorizing the Fire Chief to file a Certificate of Need application with the New York State EMS Council. Vote: Mayor Lattimore, Councilor Jacobs, McNabb, Hunter, Dempsey, aye. CARRIED
Council Resolution #164 of 2005 enacting a hiring freeze for all vacant positions within the City of Auburn. Sponsored by Mayor Lattimore, no second. No vote.
Local Law
Local Law #1 of 2005 authorizing the City of Auburn Sales and Compensating Use Tax Exemptions for Residential Solar Energy Systems and Installation Services as allowed by the State of New York. Vote: Mayor Lattimore, Councilor Jacobs, McNabb, Hunter, Dempsey, aye. CARRIED
Second Public to be Heard.
Art Wenzel, Westlake Rd. spoke to remind the public about the Veterans Day ceremonies and Toys for Tots beginning on December 11. He asked the City Manager if planned construction on E Genesee St. would begin soon and would it interfere with the Soap Box Derby in May. The City Manager said that the start of construction depends on state approvals and if a conflict arose there would be time to relocate the event.
Other Business –
Council agreed to combine the meeting for Thanksgiving week with the December 1st meeting. Corporation Counsel brought forth a resolution to be voted on.
Council Resolution # 167 of 2005 authorizing the City Council to combine the November 24th meeting with the December 1st meeting. Vote: Mayor Lattimore, Councilor Jacobs, McNabb, Hunter, Dempsey, aye. CARRIED
The City Manager discussed the letter from Frank DeOrio, regarding Groton’s Phosphorus discharge into Owasco Lake. Council agreed to have a resolution brought to them as recommended.
Councilor Jacobs asked the City Manager to contact Adelphia to see if Auburn residents would be able to access Syracuse Basketball games.
Mayor Lattimore asked the City Manager to provide him with a report on travel and training expenses for last year.
